Queensland Parliamentary Service unveils SaaS overhaul

Queensland Parliamentary Service (QPS) has partnered with Brisbane-based ASX100 software-as-a-service provider, TechnologyOne, replacing its core back-office system in just eight months by leveraging the provider’s innovative SaaS Plus implementation approach.

QPS provides administrative and support services to all 93 members of the Queensland Parliament, the employees of the Department, and the Parliamentary committees. A reliable and modern system was essential for QPS to deliver on its mission of ensuring government transparency and public trust at a cost the public can afford.

SaaS Plus is a unique model that sets new standards in delivering on time, on budget implementation for ERP systems. The offering places the responsibility for the complete solution, including implementation, operation, future releases and support on TechnologyOne, all for a single annual fee.

“Our vision is to be an innovative leader in the delivery of parliamentary services.  TechnologyOne is an important part of our digital transformation strategy to help achieve this vision,” said Clerk of the Parliament, Neil Laurie.

“SaaS Plus has allowed us to quickly leverage the advantages of the TechnologyOne suite, streamlining our processes and enhancing efficiency, enabling us to provide improved service to our stakeholders.

“We are proud to be able to partner with a local Queensland provider that understands the business needs of the public sector.”

TechnologyOne introduced SaaS Plus to address the core causes of the “tech wrecks” that have seen so many big IT projects blowout in time and cost, or simply fail altogether. According to Technology Evaluation Centers, most ERP implementations end up costing three to four times the initial budget, undermining government investments in digital transformation.

TechnologyOne’s CEO, Ed Chung, said: “For too long, government innovation has been stifled by parties peddling outdated models to solve modern problems. SaaS Plus takes the risk that is normally placed on the customer when implementing a new solution and places the onus on us to deliver on time and within budget.”

“We are thrilled that QPS embraced our willingness to challenge the status quo and proud to have paid back their faith in us, and their stakeholders are now able to embrace the benefits of transformational technology experience productivity benefits of SaaS.

“We are especially proud that these benefits will flow to the community in our hometown,” Mr Chung said.
